We are seeking a Sr. Program Manager who will oversee and manages the coordination of all compliance requirements for the Johns Hopkins Police Department (JHPD) in relation to all certification requirements for police officers and the reporting thereof. The position is also responsible for the management and direction of the Background Investigations conducted to qualify all applicants for any police positions with the JHPD. The position reports to the Director, Human Resources for Public Safety.
Specific Duties & Responsibilities
- Position ensures that all background investigations are being done thoroughly and timely and caseloads are delegated appropriately.
- Ensures backgrounds are conducted in compliance with Code of Maryland Annotated Regulations (COMAR), Maryland Police, Correctional and Training Commission (MPCTC) and standard operation procedures established by JHPD.
- Makes decisions where appropriate as to determination of background approvals and writes narratives reports as necessary for leadership. Seeks advice as appropriate.
- Ensures that updates are provided for accountability as determined with leadership to review each stage of the process from testing, background investigation, physical agility and entry into training.
- In collaboration with the Director of Training, ensures that all compliance records are accurate for all police and other employees. All certifications are maintained and renewed at appropriate timeframes. Notifications to both employees and MPCTC is completed as required and for all necessary actions. Develops processes and strategies as needed to ensure accurate records and completion of all certifications for audit purposes.
- Develops plans and strategies to support the achievement of the goals and business objectives of JHPD.
- Provides recommendations for improvements to the background investigation process. Evaluates the work performance of Background Investigators by reviewing their productivity and accuracy.
- Serves as advisor to Director of Human Resources and other leadership within JHPD concerning matters relating to compliance and background investigations, and other areas as needed.
Minimum Qualifications
- Bachelor's Degree from an accredited college or university in criminal justice; or related field.
- A minimum of five (5) years of work experience in a professional setting conducting background investigations for police (preferred), or general investigations for a large organization (250+)
- A minimum of two (2) years of experience working with compliance policy and oversight.
- A minimum of two (2) years of supervisory experience.
Preferred Qualifications
- Knowledge of MPCTC, COMAR, background investigation processes and requirements.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing.
