Reporting to VP, State & Local Affairs, we are seeking a Director of Community Health Investment who will drive community health strategy, initiatives and partnerships to improve the health and wellbeing of patients and communities in and across the region, focused on Maryland, the District of Columbia, Virginia, and Florida in alignment with the institution's assets, expertise, and clinical growth priorities. Will support growth of Johns Hopkins Health System's commitment to and investments in health equity, racial equity, community health design and innovation, and community engagement. Using a data-driven approach, will oversee all aspects of community health investment strategy, program implementation and scale, including strategic partnerships, resource allocation, program measurement and evaluation and reporting. Will collaborate closely with internal local, regional and enterprise accountable leaders in patient experience, social innovation, health equity, business development, strategic planning, and support services.


Specific Duties & Responsibilities


Community Health Investment Strategy

  • Partners as a strategic advisor and subject matter expert for the institution's local, regional, and enterprise leadership to advance health equity and community health strategy, initiatives and partnerships.
  • Leads integration of community health improvement strategies across the health system and its hospitals, in alignment with the institution's assets, expertise, and priorities.
  • Develops, implements and scales community health strategies, programs, and initiatives designed to meet the health and social needs of patients and communities.
  • Responsible for coordinating a cohesive system level community health investment strategy reflective of institutional priorities focused on community health improvement, addressing community health needs, integrating social care into our healthcare delivery models, and care for vulnerable populations, in partnership with other stakeholders within Johns Hopkins University and Medicine, including the offices of Population Health; Economic Development; Diversity, Inclusion and Health Equity; and Workforce Development.
  • Develops and drives a data-driven approach to all aspects of community health program implementation and scale, including metrics and data collection methodologies related to clinical outcomes, resource allocation, internal infrastructure enhancements, and program measurement and evaluation to demonstrate impact of programs and strategies.
  • Identifies opportunities for partnerships and collaborations with payors, private entities, other non-profits, and government agencies to deploy community health programs and/or leverage incentive programs to address community needs.
  • Oversees execution of community benefits, community health initiatives, and associated priorities, including budget accountability, compliance and reporting to relevant federal, state and local authorities.
  • Initiate, develop, and sustain strategic partnerships with cross-sector partners including state agencies, healthcare providers, consumer and neighborhood groups and alliances, philanthropies, nonprofit community service agencies, businesses, housing authorities, school districts, colleges and universities, municipalities, professional organizations and trade associations.
  • Support the analysis of state and federal policies and initiatives, the development of Community Health Needs Assessment's (CHNA) advocacy strategy, and participation in innovation opportunities, including philanthropic and other private sector opportunities.
  • Provide support to the VP and CHNA governance structure to develop and implement an annual work plan, policy positions, and action items for JHHS. Identify policy issues and develop policy background and assessment materials for committee review.


Stakeholder Engagement

  • Collaborates closely with internal local, regional and enterprise accountable leaders for patient experience, community health design and innovation, health equity, business development, strategic planning and support services.
  • Represents Johns Hopkins Health System in working groups, strategy sessions, policy meetings, collaboratives, and coalitions related to community health improvement initiatives and strategies.
  • Acts as a public face of the institution and helps to build social and political capital in the community, relationships with external audiences, and key partnerships with community stakeholders related to community health strategy and business development.
  • Supervisory responsibilities for Community Engagement functions and personnel, focused on community outreach programs, campaigns and partnerships, community relations management, and growing the organization's community investment footprint.
  • Convene members for shared learning, community outreach, and support for various initiatives that advance total population health including existing hospital led efforts in support of community health needs assessment, community health improvement planning, and community benefits. Support related collaboratives, externally funded activities, forums, JHHS meeting groups, and educational activities.


Additional Duties & Responsibilities

  • Steers marketing and communications strategies related to community health priorities, in close collaboration with the Department of Marketing and Communications.
  • Ability to work a flexible schedule, including some weekends, early mornings, and late evenings.
  • Other projects as assigned.


Minimum Qualifications
  • Master's Degree in health policy, public health, social work or related field required.
  • Minimum ten years of progressive responsibility and experience directly related to community based public health initiatives, healthcare, and policy, systems and environmental strategies.
  • Minimum five years of experience managing staff and project teams.
  • Prior experience serving in a leadership capacity, engaging with internal and external leadership and building coalitions.
  • Demonstrable record of developing strategic partnerships and high impact community programs.
  • Superior knowledge of public and health policy issues affecting health centers, non-profit organizations, urban institutions and hospitals.
  • Experience in community investment, grant writing, and development a plus. Experience in human-centered design a plus.
  • Experience in human-centered design a plus.
  • This position does not allow for education or experience substitutions.

  • Creative innovator, with ability to think strategically, to understand stakeholders, to perform needs assessments and work as part of a multi-disciplinary team.
  • Well-developed project management skills as it relates to timetables and implementation.

  • Ability to understand and apply literature and research from a variety of fields to the community hospital and academic medical system setting.
  • Ability to lead, to make decisions and to act independently as part of a team.
  • Ability to represent the Johns Hopkins Health System in various community and local government venues and with key decision-makers.
  • Ability to build consensus and coalitions.
  • Ability to work in a team-oriented, highly iterative and collaborative environment.
  • Exceptional interpersonal and relationship building skills to support trust-based collaborative work with a range of internal and external constituents
  • Excellent communication, presentation and interpersonal skills and sound judgment.
  • Self-starter who can successfully manage professionals.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
