The Gates Institute seeks a Grants & Contracts Analyst who will manage financial and administrative activities involving both non-sponsored and sponsored federal, non-federal grants, contracts, and agreements. Primary duties include sponsored funding proposal preparation and submission, award set-up, account monitoring, subrecipient monitoring, payment processing, and close out. Additional key responsibility is to develop financial reports for forecasting and result analysis and ensures compliance with university and/or agency regulations and restrictions.
Specific Duties & Responsibilities
- Partner with departmental faculty and the Office of Research Administration toward the planning and development of application submissions to various federal offices, private agencies/foundations, and commercial companies.
- Coordinate grant proposals, create and review budgets, budget justifications, and other required administrative documents.
- Review budgets and related justification for appropriateness and completeness of content. Ensure that applicable indirect costs have been applied. Review involves accuracy, content, adherence to relevant guidelines.
- Manage assigned grant submissions to ensure timeliness and accuracy. Provide instruction, preparation assistance and support related to grant application procedures.
- Track proposals, contracts, and other documentation through signature/approval process.
- Understand and utilize institutional policies for pre-award grant process and sponsor guidelines.
- Serve as liaison between research units, central offices, and funding agencies.
- Coordinate the process of setting up awards after grant number is assigned, including reviewing award, verifying award set-up, and ensuring personnel is setup appropriately.
- Pay invoices via Online Check Request, purchase orders, and approver for procurement card.
- Recommend and implement changes to ensure balanced accounts.
- Monitor receipt of payments from sponsors.
- Administer the expenditure of funds, ensuring that funds are expended according to sponsoring organizations stipulations and appropriate university guidelines.
- Monitor and set up sub-recipients, assist in sub-recipient desk reviews and audits. Process sub invoices for payment.
- Complete the monthly reconciliation process to monitor expenditures on assigned accounts.
- Prepare non-payroll cost transfers to fix any erroneous charges as needed.
- Submit requests for new subaward agreements, independent contractors, and service agreements. See requests through from start to finish.
- Perform other duties as required.
Special Knowledge, Skills, & Abilities
- Knowledge of MS Excel software.
- Knowledge of accounting and budgeting theory and practices.
- Ability to make independent judgments and to act on decisions on a daily basis.
- Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
Minimum Qualifications
- Bachelor's Degree.
- Two years of administrative/budgeting experience.
Preferred Qualifications
- Knowledge of external Federal guidelines/procedures for grants and contracts.
- Knowledge of budget preparation and grant submission process.
- Knowledge of SAP and COEUS.
- Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
