DataTrail is a no-cost educational initiative for high school seniors and GED graduates in Baltimore City. Offered by the Johns Hopkins Bloomberg School of Public Health, in partnership with several nonprofit community partners and Leanpub, DataTrail aims to equip members of surrounding communities with the necessary skills and support required to work in the booming field of data science.


We are seeking a DataTrail Program Manager who will be responsible for the vision, leadership, development, and general oversight of the data science training program. This position will have access to and responsibility for maintaining the confidentiality of sensitive information. The incumbent must have the ability to make sound decisions independent of the program director, prioritize competing demands, and draw upon, delegate, and foster collaboration among team members to ensure the successful implementation of the DataTrail training program. They must be able to produce high-quality written reports that effectively present complex information to stakeholders, including JHU administration, grant funders, and donors.


Specific Duties & Responsibilities


Program Management (70%)

  • Oversee the planning, coordination, and administration of all aspects of the program including budgeting, organizing, staffing, leading, and monitoring program activities.
  • Understand the strengths and areas for opportunity within the program and draft an effective project management strategy. Formulate strategies, monitor, and measure progress, and makes adjustments to approach/implementation as needed.
  • Provide analytic capacity and program management services in support of strategic initiatives and business and academic program opportunities, in collaboration with the program director.
  • Identify and assess new opportunities for outreach and collaboration including the consideration of key risks/challenges, potential academic, political, and cultural impacts, and the creation of business and communication plans for each initiative.
  • Clearly define program requirements and the opportunities for improvement: gather information, map the processes, analyze results and validate information.
  • Optimize current systems and/or use new systems to achieve program efficiency and growth.
  • Oversee all operations and services provided by program staff and manage daily operations, and associated program functions.
  • Lead and build DataTrail team
    • Provide direct supervision of Programmer and Data Specialist and all new hires
    • Provide indirect supervision of auxiliary team members hired through other organizations, but serving a direct programmatic need
  • Manage a portfolio of program improvement initiatives.
  • Plan, prepare for and assist with the seamless implementation of change initiatives.
  • Create and deliver presentations about DataTrail for local, national, and international meetings and events, as needed.


Scholar & Alumni Support (20%)

  • Build and maintain relationships with current scholars and alumni.
  • Conduct introductory 1-on-1 meetings with incoming scholars and complete intake questionnaire.
  • Track and document scholar attendance during office hours.
  • Manage scholar stipend payouts according to the terms of the training agreement.
  • Maintain regular contact with alumni.
  • Schedule 1-on1 meetings as-needed.
  • Share resources and professional development opportunities.


Community-Based Organization (CBO) Partnerships (5%)

  • Build and sustain relationships with current CBO partners.
  • Host partner meetings as needed for regular updates.
  • Coordinate independent meetings with partners as needed.


Research & Evaluation (5%)

  • Administer quantitative surveys.
  • Conduct qualitative interviews according to established research collaboration plans and guidelines.

  • Outstanding leadership and analytical skills, excellent problem-solving and critical thinking skills, and strong written and oral communication and presentation skills.
  • Advanced organizational skills and the ability to manage multiple projects/assignments simultaneously in a fast-paced work environment.
  • Ability to work with flexibility, efficiency, enthusiasm, and diplomacy independently and as part of a complex team effort.
  • Exceptional analytical skills and broad knowledge of program management practices.
  • Demonstrated ability to negotiate, influence, and persuade.
  • Capacity to earn the trust of others, facilitate meetings, and develop positive working relationships across the organization. 
  • Mastery of Google and Microsoft office suites.
  • Ability to analyze and formulate information into sound, well-organized plans of action.
  • Strong organizational skills and the ability to manage multiple challenging projects simultaneously in a fast-paced work environment.
  • Excellent teamwork capabilities, flexible, unquestionable integrity, and a good listener.
  • Valid passport or ability to obtain one and travel nationally and internationally, as needed.


Minimum Qualifications
  • Bachelor's Degree in related field.
  • Five years of related experience.
  • Additional related experience may substitute for required education and additional related education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

Starting Salary Range: $61,070- $83,900-$106,710 Annually (Commensurate with experience)

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
