Estimator, Construction Cost (Sign On Bonus) - (2200013S)
University of Maryland, Baltimore (UMB) is currently seeking a Estimator, Construction Cost to join the Facilities Management - Architecture, Engineering, Construction Services.
The selected candidate for this position is eligible for a sign-on bonus totaling of $5,000. Half of the bonus is payable within the first 30 days of hire and the remaining half is payable after successful completion of a probationary period of 12 months. The sign on bonus is eligible only to candidates new or returning to UMB.

PRIMARY DUTIES
  • Facilitate and coordinate the development of accurate, timely initial project budgets and detailed cost estimates in the execution of major and minor capital and construction projects. Assess cost effectiveness of products, projects, and/or services. Evaluates project change proposals for accuracy and completeness. Coordinate and/or participate in the coordination of project implementation as a member of various capital and construction project teams.
  • Take the lead in the development of conceptual budgets and detailed construction cost estimates, as well as total project cost estimates.
  • Prepare Rough Order of Magnitude (ROM) estimates for projects and products by analyzing costs, materials, labor, market conditions, bid documentation, and specifications associated with each project.
  • Develop and maintain an estimating database (historical data, outside quotes/references) of building and specific unit costs and compares baseline estimates to project actuals for continuous improvement of estimates.
  • Prepare updates to cost estimates at each phase of design. Reconcile estimates with A/E and/or CM/GC's on projects. On larger capital projects, lead the cost estimate reconciliation and review meetings.
  • Review drawings and specifications to determine costs and assists in value management on projects; evaluate third-party estimates and tracks market costs to validate estimates.
  • Collaborate with project managers in the preparation of contracts and subcontracts and the negotiation of revisions, changes, and additions to contractual agreements with CM's, contractors, design consultants, clients, and suppliers.
  • Review the project requests and requirements, provides guidance and recommendations identifying risks/opportunities, which may include other options, phasing or alternative concepts as required.
  • Participate in the analysis of proposed and pending capital funding requests.
  • Evaluate contractor and subcontractor bids for accuracy, clarifications, and exclusions to ensure calculation markups are correct.
  • Evaluate and negotiate potential change order costs during construction.
  • Provide reports on various projects ranging from small - to large-scale by collecting, analyzing, and summarizing cost information and trends.
  • Provide technical guidance and direction to project managers in regards to specialized methodologies, techniques, principles, and/or processes related to estimating; serves as subject-matter expert to internal and external constituents as it relates to cost estimating.
  • Maintain current knowledge on changes and trends in methods of construction and materials, construction costs, wages, escalation, market forces and working rules and regulations
  • Performs other tasks and duties as assigned

Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor's degree
  • Five (5) years of closely related construction cost estimating experience. Experience in estimating construction costs for projects in higher education, occupied settings, academic, research, healthcare, and/or HVAC construction . estimating experience is preferred.
  • N/A
  • Certified Cost Professional (CCP) or equivalent, preferred.

  • Have a working knowledge of material unit costs, systems square footage costs, Work Breakdown Structure codes and total building square footage costs in the higher education academic, research and healthcare environment.
    Knowledge of current applied techniques in project estimating from conceptual state to final detailed estimating
KNOWLEDGE, SKILLS, ABILITIES
  • Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to work cooperatively with others and independently.
