The Center for Communication Programs is seeking a Director for Communication Science (Research & Evaluation Officer II) who provides senior leadership at CCP in the use of social and behavioral communication research to support global, regional, national and local social and behavior change communication programs in international settings. This role will independently design and supervise research and evaluation activities and work collaboratively with interdisciplinary program teams in Baltimore and staff in CCP field offices to adapt and apply theories of communication and behavior change to program strategies aimed at improving outcomes in public health and social development. They will be a thought leader in the development of innovative research approaches, both qualitative and quantitative, and in the development and application of advanced statistical analysis to meet the needs of donor-funded projects.  They also independently supervise the work and build the capacity of staff and in-country partners in effective research, evaluation and learning approaches for SBCC programs.

 

The Director for Communication Science is also expected to teach at least one course per year; for example, on the design, implementation, and evaluation of Health Communication Programs at the graduate level in the Bloomberg School of Public Health. They represent CCP at national and international forums and support the CCP research function globally through interactions with local, governmental, and international partners in the field, including Ministries of Health and other national health authorities, donor agencies, private sector research contractors, international NGOs, and universities. They develop and participate in data use and translational activities and help advance health communication science through publications, participation in professional meetings, and technical reports. They also work with the CCP Business Development division on the preparation of grant proposals.

 

Specific Duties & Responsibilities:

Theory, Frameworks & Models

  • Demonstrates solid cross-disciplinary knowledge of public health, communication, sociological, anthropological and/or social psychological theories.
  • Adapts new theoretical approaches and models in collaboration with other CCP research and program staff. 

 

Research & Evaluation

  • Research Design
    • Conceptualizes R&E study designs and prepares IRB protocols, independently.
    • Leads the implementation of R&E studies and IRB protocols, independently.

 

  • Tools Development
    • Independently conceptualizes and develops Research, Monitoring, Evaluation, and Learning (RMEL) systems that incorporate appropriate quantitative and qualitative data collection tools, as required by projects.
    • Advises technical teams on the development of mobile and electronic data collection tools to meet project needs.

 

  • Field Work
    • Develops RFPs/proposals for R&E data collection and reviews competitive proposals from research contractors, independently.
    • Develops and implements field training for data collection and study teams, including adherence to human subjects research ethics, independently.
    • Manages and supervises the implementation of R&E studies and data quality assurance, independently.

 

  • Dissemination
    • Contributes to and/or leads the development of R&E reports and manuscripts, conference presentations and posters, blogs, and other products.
    • Demonstrates strong writing and speaking skills and an ability to adapt their dissemination style for different audiences, independently.
    • Develops data visualization resources for reports and other products, independently.
    • Presents research findings at external and internal meetings and conferences, independently.

 

Monitoring, Evaluation and Learning (MEL)

  • MEL Design
    • Identifies needs for MEL activities that fit the larger R&E program agenda, independently.

 

  • MEL Data Analysis
    • Oversees development and execution of final MEL plans, data analysis, and interpretation, independently.

 

Statistics & Analysis

  • Quantitative Analysis
    • Develops R&E analysis plans per research goals, independently and in collaboration with other members of the CCP research and program teams.
    • Conducts and/or coordinates R&E data cleaning and data preparation for analysis, independently.
    • Conducts quantitative analysis using advanced statistical methods (PSCORE, Path, Multilevel, MCA, Multidimensional, Latent variable, Fixed/Random, DiD), independently and in collaboration with other members of the CCP research and program teams.

 

  • Qualitative Analysis
    • Develops integrated and triangulated R&E analysis plans per research goals, independently and in collaboration with other members of the CCP research and program teams.
    • Conducts and/or supervises R&E data preparation and codebook development for analysis, independently.
    • Conducts and/or supervises qualitative analysis using sophisticated methods (semantic, axial coding, conceptual mapping, complexity aware methods), independently.

 

Business Development

  • Leads drafting of respective sections of funding and grant proposals (includes suggesting original ideas for theoretical frameworks, MEL, program models, research, and performance monitoring plans), independently and in collaboration with other members of the CCP research and program teams.

 

Leadership & Professional Development

  • Participates in and/or leads internal CCP, R&E and MEL technical groups.
  • Contributes to and participates in CCP's stakeholders' and partners' meetings, independently.
  • Mentors and supervises staff, with support.

 

Collaboration & Communication

  • Proactively seeks input from team members (in-country and at headquarters) to develop comprehensive R&E plans and documents, independently.
  • Contributes to open dialogue and candid discussions that motivate and foster the growth of the team.

 

Minimum Qualifications (Mandatory):

  • Doctoral Degree (PhD, DrPH, ScD) in Communication, Public Health, or related behavioral science with at least 6 years of relevant experience including at least 5 years of relevant international experience.

Special Knowledge, Skills & Abilities:

  • Foreign language ability a plus in French, Spanish, Arabic, or other common national/regional languages of Sub-Saharan Africa, South and Southeast Asia.

 

Technical Qualifications or Specialized Certifications:

  • Teaching experience a plus.

 

Physical Requirements:

  • Ability to travel internationally (approximately 25% on an annual basis).

 

Supervisory Responsibility:

  • Two-three direct reports; advising and mentoring Student Research Assistants.

 

Budget Authority:

  • Varies; works with finance/administrative staff to track expenditures.
