We are seeking a Senior Health Policy Advisor  to the Dean who is focused on driving internal and external strategy to elevate the role of nurses in achieving whole-person care and health. Working closely with the administrative and academic leadership of the school, the role advances the school's health policy engagement efforts to eliminate inequities experienced by specific segments of the population and improve health outcomes locally, nationally and globally.

 

The Senior Health Policy Advisor provides thought partnership to the dean, oversees implementation of key priorities as needed, and maintains strategic relationships with aligned stakeholders. Special emphasis on analyzing proposed national and state(s) legislation, regulation and policy as to their financial and/or policy impact on SON and/or the nursing profession. This role, which reports directly to the dean, requires a robust expertise in public communication, organizational, operational and management skills, including strategic planning, writing, project design, implementation, and management, as well as group facilitation.

 

Specific Duties & Responsibilities:

  • Work with SON leadership to provide guidance, and direction to increase a health and person-centered orientation in all policies and facilitate its impact on academic programming, advocacy and policy engagement.
  • Strategize with the dean and other senior leadership to develop policy and advocacy priorities, set goals, and drive a cohesive and dynamic narrative that is amplified by the dean, the SON's and JHU's Marketing (MarCom) and Development (DAR) teams.
  • Ensure that equity is explicitly and intentionally at the center of SON's framework for policy and organizational change.
  • Mobilize external strategic partners to support a shared agenda to better inform, develop and further the dean's public affairs strategy and messaging, including but not limited to HHS (CMS, HRSA, CDC, SAMHSA), AARP, nursing associations, Brookings, Urban, Robert Wood Johnson Foundation, etc.
  • Will be the lead and subject matter expert to handle other appropriate health policy initiatives for the Dean as needed.

 

SON's DC Office

  • Serve as point person for SON's DC office including but not limited to facilities management, budgeting, and communications.
  • Enhance the visibility of SON's DC footprint by creating opportunities to expose, promote and showcase SON and nursing.
  • Lead and develop strategy for SON's DC footprint including but not limited to events and faculty and external stakeholder engagement.
  • Work closely with SON's Associate Dean for Finance and Administration to develop and assess needs and utilization of SON's DC space, including move to JHU 555 facility.
  • Partner with the Dean and SON leadership regarding development of potential public policy programming in DC as an additional revenue stream.
  • Manage and coordinate external use of office space to build key partnerships.

 

Systems Integration & Management

  • Provide leadership in assessing the nursing and health political arenas and overseeing public affairs coordination and integration; identify gaps, draft and make recommendations as appropriate.
  • Audit SON's policy and advocacy activities and make recommendations regarding but not limited to faculty engagement; events; dean/faculty media interviews and congressional hearings.
  • Develop, manage, and leverage relationships with policy makers, health care administrators, clinicians, and social-sector leaders to augment communication, collaboration, and synergies between all sectors.
  • Work with SON academic leadership to increase curriculum content on health policy and advocacy and focus on strategic faculty recruitment to support and sustain organizational growth and impact.

 

Relationship Building

  • Develop mechanisms for leveraging the expertise of nursing in individual, family, community and public health and serve as a resource for the broader nursing community, health plans, health systems, and policy makers.
  • Work closely with SON leadership, particularly DAR and MarCom; and SON faculty to further engage participation and impact in public affairs activities.
  • Collaborate with SON's community and global affairs leadership to better inform policy, practice and outcomes.
  • Build and maintain strong internal working relationships including but not limited to JHU Federal and State government relations staff; JHU Office of Economic Development, and the JHU advisory committee for 555, the university's Washington, DC facility.
  • Build and maintain strong external working relationships including but not limited to the Dean's Policy Coalition, professional nursing organizations, state and national executive and legislative branches, and private foundations and organizations aligned with nursing and improved health care outcomes. 
  • Serve on external committees that assist in public policy development related to nursing and/or healthcare outcomes.

 

Communications

  • Provide counsel to the dean and senior leadership regarding public affairs issue management, crisis communications and stakeholder relations.
  • Assist the dean and faculty with writing, research, development and enhancement of materials to promote, explain and advise on specific public policy topics and issues effecting SON.
  • Work closely with SON's MarCom on national/international rankings and brand identity by identifying stories which promote SON's public policy leadership regarding the future of nursing and the future of health care.
  • Provides editorial oversight and final revision of all written communication from the dean dealing with key public affairs or advocacy messaging with key stakeholder including but not limited to JHSON community, national/international partners, nursing deans, and donors as appropriate.
  • Increase the contemporary representation of nurses through health policy advocacy and media outlets.
  • Develops tailored communications materials including position papers, briefings, impact summaries, fact sheets, summaries, and talking points for both internal and external audiences.

 

Government Affairs

  • Serve as liaison to JHU Office of Government Affairs and coordinates all activity.
  • Serve as an internal resource to the dean and SON leadership regarding SON policy reporting requests for donor stewardship reports, trustee presentations, and summaries for public officials and over sight entities.
  • Evaluate and analyze how proposed positions or actions will effect and/or interact with SON's policies and programs.
  • Serve as researcher for trending health policy and nursing trends.
  • Provide SON leadership and senior staff assessments of the political arena and recommend SON position.
  • Serve as a technical legislative policy resource.
  • Provide congressional testimony training for SON dean/faculty as needed.
  • Attend and summarize legislative hearings and executive agency meetings as needed.
  • Develop, oversee and execute strategy for all school public policy events.

 

Special Projects

  • Assist the dean and associate dean for diversity, equity and inclusion in furthering and communicating the school's diversity strategy.
  • Work with SON academic leadership, the dean and associate dean for diversity, equity and inclusion to advance health care legislation that eliminates inequities, structural racism, and discrimination in nursing education and practice.
  • Assist the dean, MarCom and DAR in special projects including but not limited to a debt free initiative, promoting contemporary images of nursing; increasing a more diverse nursing workforce; getting nursing firmly situated in new models of care; leveraging person-centered outcomes to foster greater impact; increasing RNs practicing in team based primary care.
  • Serve as the dean's primary policy liaison to internal and external constituencies and committees, representing the Dean where appropriate.

 

Minimum Qualifications (Mandatory):

  • Bachelor's Degree required. Master's Degree preferred.
  • Minimum of five years of related experience in government relations, public policy and/or policy communications.
  • RN or Nursing Degree preferred.
  • Knowledge of public policy issues affecting health care and/or nursing preferred.
  • Excels at building and maintaining strong networks and professional relationships (superiors, subordinates and peers), and influencing others to achieve outcomes.
  • Experience working with policy makers, policy development.
