Senior Program Specialist OR Manager - (220000EX)
University of Maryland, Baltimore (UMB) is currently seeking a Senior Program Specialist or Manager to join the Department of Diagnostic Radiology. The position will be filled based on selected candidate's qualifications. The Senior Program Specialist or Program Manager is responsible for providing research, programmatic and administrative support for multiple CAIR Center (Center for Advanced Imaging Research) faculty. The position will have oversight of two administrative professionals to assure accountability and stewardship of campus resources (operational, financial, and human resources) in compliance with departmental and campus goals and objectives.

PRIMARY DUTIES for Senior Program Specialist:

  • Responsible for all aspects of the specific program (project #), including day-to-day operations, project management, and contract compliance for a program.
  • In collaboration with programmatic leadership, plan, develop, administer and coordinate new or revised goals and objectives for programs. Ensure that goals, objectives, and deliverables specified are accomplished in accordance within priorities, time and funding limitations, or other specifications.
  • Provide advanced administrative and research support to the programmatic leadership teams. Evaluate program effectiveness in order to develop and implement new or improved methods.
  • Lead development and content of speeches, presentations, articles and other forms of content dissemination. Contribute substantially in the development and implementation of communication and dissemination strategies, including providing oversight to social marketing strategy, making media appearances, and maintaining content on website.
  • Perform specialized administrative functions, including research and data analyses, program coordination and monitoring, data collection, database creation, surveys, reports, and recommends program changes.
  • Monitor and maintain relationships with internal and external stakeholders (i.e.: contractors, state agencies, legislature, and sponsors) to ensure compliance with work plan and deliverables.
  • Lead preparation of final program and financial reports for submission to management or outside agencies.
  • Prepare pre- and post- award reports regarding funding and/or funding continuation from outside sponsors.
  • Develop and facilitate workshops, meetings, or conferences with high impact on program and/or participants. Coordinate logistics, scheduling, communications, and participation.
  • Coordinate program activities through delegation of assignments to staff. May supervise and mentor other support staff.
  • Performs other duties as assigned.

PRIMARY DUTIES for Program Manager:

  • Manage multiple programs of substantive size and budget. Plan and coordinate daily activities of a program including monitoring relationships of outside agencies and subcontractors.
  • Provide advanced administrative and research support to the programmatic leadership teams. Evaluate program effectiveness in order to develop and implement new or improved methods
  • In collaboration with programmatic leadership, plan, develop, administer and coordinate new or revised goals and objectives for programs. Ensure that goals, objectives, and deliverables specified are accomplished in accordance within priorities, time and funding limitations, or other specifications.
  • Facilitate preparation, development, review, and submission of grant and contract proposals and applications.
  • Manage budgets including approving finances, track expenditures, identify variances and resolve, and prepare reports on current finances. Manage commitment accounting for the grant funded personnel.
  • Oversee work of 2 administrative coordinators that include scheduling, procurement, travel, reimbursement requests, study participant payment disbursements and reconciliations.
  • Independently and in collaboration with university human resources managers, guide supervisors in the interpretation and implementation of human resources policies, regulations, procedures and programs (staff and faculty). Partners with Human Resource Services to resolve complex issues. Assists with setting strategic goals and objectives to continually maintain a staff of well-trained, highly productive, and motivated employees. Recommends skills training, organizational development, and career development training. (HRPR)

Qualifications

MINIMUM QUALIFICATIONS for Senior Program Specialist
  • Bachelor's degree.
  • Three (3) years administrative or program coordination experience.
  • One (1) year in work coordination, training, and daily oversight of staff, students, or volunteers preferred.

    Ability to prepare financial statements and budgets.
MINIMUM QUALIFICATIONS for Program Manager
  • Bachelor's degree.
  • Four (4) years of program oversight including program planning, budget, and coordination
