Director of Application Development & Management

 

 

General Description:

 

The Director of Application Development and Management oversees the design, technical implementation, and support of the full portfolio of software products, automation processes, web systems, and integration efforts supporting all of Development and Alumni Relations (DAR). DAR is in the process of replacing their six hundred-user legacy database with a modern CRM application, and the Director will act as the technical lead for this multi-year project. The CRM implantation project replaces an Oracle database with more than one thousand records and includes multi-disciplinary coordination and significant vendor collaboration. Other DAR applications include, but are not limited to, the department’s legacy database, e-commerce platform, marketing applications, data warehouse solutions, advanced reporting and analytics tools. In addition to providing full tier application development and support, the position manages ad hoc reporting, report development, and data stewardship. The Director is responsible for the day-to-day management of more than fifteen senior-level professional team members and reports directly to the Assistant Vice President of the Office of Advancement Services.

 

A close working relationship with the Director of Project and Change Management, Director of Data Administration, Director of Technology Security and Customer Service, Director of Strategic Prospect Information is critical to success in this role. The Director of Application Development and Management also works with the DAR Executive Team, Associate Deans, Directors, and development staff to ensure customized strategic and tactical directions are aligned with business needs and with the DAR strategic plan. As a member of a senior management team, the Director of Application Development and Management contributes to or leads planning efforts to achieve organizational goals by prioritizing initiatives and coordinating the evaluation, deployment, and management of current and future technologies.

 

Organizational Unit and Authority:

 

The Director of Application Development and Management has hiring authority for, and is responsible for managing, a team of direct reports and a pool of contractors. In addition, the Director manages activities in sandbox, development, test, and production environments. They also provide technical, product, and project management support for DAR applications. The Director provides direction and technical leadership for direct reports and contractors throughout the software development lifecycle (SDLC). They approve application architecture, validation of code, user interface design, system documentation, user experience, and workflow for custom applications. In addition, they are responsible for the operational support and maintenance of off-the-shelf applications. The incumbent will need to have a thorough understanding of all aspects of Development and Alumni Relations functions, strategies, and services to be successful.

 

The Director will partner with colleagues throughout DAR for requirement gathering and will ensure that customers’ needs are clearly understood and translated into system requirements. They will lead and approve team assessments of technical and business feasibility requirements and manage the implementation of in-house applications developed for DAR. The incumbent must have the ability to communicate the impact and possible cascading effects of technical decisions to a non-technical audience. This individual will continuously review, prioritize, update, and communicate all tasks and requirements associated with projects and operations.

 

Duties Include:

 

Staff Management (40%)

 

The Director will have direct hire/fire authority for team members. They will define team goals, work flow, and priorities for unit responsibilities and unit staff. They will assign work and ensure that the technical standards that they have set for the team are being met. The Director may also indirectly manage others in or beyond the department as needed to accomplish critical business tasks relating to inter-group projects or objectives.

 

The Director will actively participate in the development of strategic goals with other leaders in the Office of Advancement Services and will develop technical solutions designed to address these goals.

 

The Director will provide coaching and training to their team to ensure that team members’ technical skills remain current.

 

Project and Technical Management (40%)

 

The Director must have a full understanding of data-driven applications and environments with the ability to analyze, design, implement, and test applications.

 

The Director must have an in-depth knowledge of database and/or CRM applications and have experience with building or maintaining data warehouses or other data repositories.

 

The Director must have an in-depth understanding of website and web application development methodologies including Drupal, PHP, and front-end scripting. They must also have expertise in user interface and user experience design for web and software systems.

 

The Director must demonstrate the ability to analyze and solve business problems and assess business needs to recommend appropriate information technology solutions. The position requires the ability to evaluate the impact of modifications to existing systems in order to assign responsibility and monitor progress.

 

The Director is responsible for managing multiple, concurrent operations, project queues, and product backlogs. They will review all requests and requirements, assign tasks to resources, and monitor progress. The Director will reconcile project resourcing with operational support on an ongoing basis.

 

This position is responsible for negotiating customers’ priorities within a multi-tasked, deadline-driven environment.

 

This position requires a working knowledge in writing functional specifications and documentation for technical as well as non-technical audiences. The incumbent should also have prior experience with establishing and documenting processes used in all phases of the software development life cycle and with mentoring developers in following established processes and procedures. 

 

Customer and Operations Support (20%)

 

The Director is a liaison to business customers for requirements gathering and will ensure the customers’ needs are clearly understood and translated into achievable system requirements.

 

This role requires the ability to communicate the impact and possible cascading effects of any creation, enhancement, or modification required as it relates to product development within the unit.

 

The incumbent should demonstrate exceptional analytical skills and strong business acumen.

 

This service-focused role requires exceptional communication skills and the ability to present information in a meaningful and clear format.

 

The Director interacts with staff at all levels within Development and Alumni Relations. The incumbent should demonstrate project planning and organizational skills as well as the ability to assess others’ skills and strengths in order to assign resources and estimate period for completion. The Director must have the ability to work on a team, set priorities, work under pressure, adapt to demanding situations, and maintain schedules.

 

Basic Qualifications:

 

A Bachelor's degree in Computer Sciences, Computer Information Systems, or other technical degree is required. 7 years of management experience is required.  Additional education may be substituted for some experience, or additional experience may be substituted for some education, to the extent permitted by the JHU equivalency formula.

 

Applicants must be proficient in software project and technical management including leading analysis, design, implementation, testing, and support for user applications in an iterative development environment.

 

Applicants must have demonstrable experience with providing technical leadership for medium/large scale, multi-year enterprise software projects.

 

Applicants must have experience with implementing and managing Salesforce applications.

 

The position requires expertise in the fields of data quality, data profiling, data security, and master data concepts.

 

The successful incumbent must have the ability to analyze and solve business problems and assess business needs in order to recommend appropriate information technology solutions.

 

The successful incumbent must be able to exercise a wide range of independent judgment related not only to the technical aspects of an assignment, but also to the organization and planning of assignments for other developers and the timing of software upgrades to customers.

 

The incumbent must exhibit an ability to lead and influence developers within the unit and customers within the development organization.

 

The position requires strong analytical and technical management skills.

 

The incumbent should demonstrate strong written and oral communication skills and the ability to effectively communicate to all levels of the organization.

 

The incumbent must have the ability to understand and implement PCI standards.

 

Knowledge and experience with managing applications utilizing Salesforce CRM, SQL databases, JavaScript, XML, PHP, and Drupal is required.

 

Preferred Qualifications:

 

Three or more years directly supervising a large technical staff (six or more direct reports).

 

At least seven years as a software or web developer.

 

Experience integrating software with data systems such as Business Intelligence and Data Warehouse.

 

Experience with Atlassian (Jira and Confluence) or other project management tools.

 

Experience working with Universities, University Medical Systems, or other large non-profits.

 

Experience working with HIPAA restricted data.

 

Experience with analytics tool like SAS, Python, or Salesforce Einstein.
