SAFE Program Manager (Temporary/Contractual) - (200000YY)
The University of Maryland, Baltimore (UMB) is launching implemented a daily symptom monitoring program for employees and students, to help us keep the campus safe from COVID-19. The program, built in a program called REDCap, is called Symptom Assessment For Employees (and Students) on Campus - or "REDCap/SAFE on Campus". Initially developed and piloted by a School of Medicine Occupational Medicine physician with the support of the REDCap team in the UMSOM Center for Translational Informatics Research Center (CTRIC), the program has been expanded with the support of UMB, SOM and the Center for Information Technology Systems (CITS). UMB launched the REDCap/SAFE on Campus to the entire UMB population in August 2020.

Position Description Overview
UMB needs a full-time Program Manager to lead the Symptom Assessment For Employees (SAFE) on Campus COVID-19 symptom monitoring program. This person will be responsible for leading the Campus effort and coordinating access to the program for other interested affiliated programs. This is a leadership role, and the project manager will act as a liaison between the project team, senior management (including the Campus Management Advisory Group or CMAG) and School leaders. The SAFE on Campus Program Manager will be responsible for setting goals and benchmarks, overseeing preparation of compliance and other progress reports, and communicating with leadership at all levels about progress toward UMB goals.

This is a Contractual Position.

Essential Functions
Technical Oversight
The SAFE on Campus Program Manager will provide technical oversight by working closely with:
  • UMB and School Information Technology departments to coordinate registration in SAFE on Campus (including updates), help desk response, operational support, programming changes
  • The UMB development and implementation team for SAFE on Campus, whose role is to customize organizational configuration (e.g. campus roles, buildings), develop dashboards to report SAFE on Campus metrics, and alerts in the SAFE on Campus system
  • Work with Information Technology staff to develop reports and manage access to Microsoft Power BI reporting environment
  • Oversee the development of needed training for support groups on how to access and use SAFE on Campus dashboards and administration systems.
Program Coordination
The SAFE on Campus Program Manager will coordinate the program by working closely with:
  • Deans of Students to obtain updated lists of degree programs and distribution lists for notifications needed for their schools
  • UMB Schools and administrative offices to identify and train SAFE on Campus points of contact who will be responsible for oversight of change requests in their areas, as well as serving as the compliance and reporting liaisons with the program
  • The leadership teams of other schools and affiliate programs seeking to use UMB's SAFE on Campus symptom monitoring tool
Communication and Marketing
The SAFE on Campus Program Manager will support communication and marketing efforts by working closely with:
  • UMB Communications to develop messaging and campaigns
  • UMB Environmental Health and Safety to develop educational materials and campus safety culture campaigns that include symptom monitoring
  • UMB legal and HR representatives to address employee/student rights issues that may arise in relation to SAFE on Campus symptom monitoring
  • Other UMB leaders when issues or questions arise about SAFE on Campus
Reporting
  • CMAG to report on progress, compliance and problems, and to identify needed resources
  • UMB Occupational Health and Student Health to coordinate response to abnormal symptom reports and obtain follow-up information on COVID-19 hotline use and exposure tracking
This position will perform other duties as assigned.

Qualifications
Education: Bachelor's degree.
Experience: Four (4) years of program oversight including program planning, budget, and coordination

Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to work cooperatively with others and independently.
