The Baltimore City’s Recreation and Parks (BCRP) Division is seeking dynamic, results driven, goal oriented individual to fill the role of Chief of Recreation Center Programming. Under the direction of the Bureau Chief of Recreation, this position is responsible for concept, design and implementation of creative and innovative recreational programs that support and align with the Mayor’s pillars of Public Safety and Quality of Life. The incumbent will advise BCRP’s executive management on short and long term comprehensive citywide planning of recreation programs and policy decisions. This position requires strong alignment with City of Baltimore’s and BCRP’s mission, values, and strategic vision, as well as demonstrated success, sound judgment and flexibility working in a complex, fast-paced environment.
Responsibilities of the position include but are not limited to:
Oversee and monitor the day-to-day operations of the BCRP recreational programming division and work with management throughout the agency to ensure long-range people strategies, business goals, objectives and initiatives best serve the agency’s goals, consistent with the City of Baltimore’s overall needs.
Collaborates with the Chief of Marketing and Media to develop and implement innovative strategies and appropriate media to reach and promote programming opportunities to target audiences city-wide.
Develops recreation programming policies and procedures; collaborates and participates in the strategic planning needs of the Agency and Division.
Oversees and allocates a budget of 3.2 million. Directs the development of special programs, grants and projects to improve the City of Baltimore’s community services; compiles and evaluates activity reports, and prepares and presents reports.
Manages assigned team members; develops goals and priorities, schedules and assigns tasks and projects, monitors work, and evaluates performance; develops staff skills and coordinates training; ensures the staff work meets City quality standards, and ensures required deadlines are met.
Supports the relationship between the BCRP and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; performs related duties as required or assigned.
Collaborates with multiple city agencies, community groups, community leaders, internal and external stakeholders to strategize on expanding and improving recreation programs that improve the well being of citizens.
Maintains awareness of new technologies, philosophies and trends in parks and recreation; stays up-to-date on industry literature; maintains professional affiliations; and represents the City of Baltimore as an industry leader.
Performs other related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of the principles and practices of planning and implementing a recreation program.
Knowledge of the methods of administering, equipping and maintaining recreational facilities.
Knowledge of the techniques for advertising and promoting recreation activities.
Knowledge of the methods and techniques of evaluating the effectiveness of recreation programs.
Knowledge of the procedures involved in seeking, securing and administering grant funds.
Ability to direct the operations, programs and personnel of a complex recreation facility.
Ability to develop, monitor and modify contractual agreements.
Ability to plan and coordinate complex and varied recreation programs.
Ability to establish and maintain effective working relationships with subordinates, members of special interest groups and the general public.
Ability to prepare a large operational budget and to monitor expenditures.
Ability to communicate effectively orally and in writing.
Minimum Education and Experience Requirements: A bachelor's degree in recreation, physical education, or a related field from an accredited college or university and five years of experience in planning, organizing and evaluating recreational programs including one year of such supervisory experience as disciplining, evaluating the performance of and recommending the hiring, firing and promoting of recreation personnel.
Equivalencies: An equivalent combination of education and experience.
Master’s degree in Recreation, Business Administration, Public Administration or related field from an accredited college or university plus 8 years senior management, policy-driven operational responsibilities including 4 years of experience managing homogenous functions through subordinate superiors is required.
