The Johns Hopkins University – Homewood Campus seeks a manager for its Parking Services. The position reports to the Director of Transportation Services and will work in conjunction with the transportation services team. Transportation Services is a department in Johns Hopkins Facilities and Real Estate (JHFRE).
Homewood Parking consists of $3.5 million budget, with approximately 15 contract management staff and hourly employees. Office hours are 6a-5p weekdays and 8a-5:30p weekends. Parking operations on the Homewood Campus is an “enterprise” operation; that is, it is financially self-supporting.
Essential Job Functions:
Manage the parking budget and operations. Oversee contract staff.
Manage the delivery of route services connecting Homewood to Eastern, Mt. Washington, Remington, Carey Business School, Bayview, and Keswick campuses. Eight (8) vans operated daily. Total about 150,000 annual passenger trips.
Work with transportation manager to deliver charter transportation services.
Manage office staff that shares office space and vehicles with Blue Jay Shuttle.
Manage the transition to license plate recognition (LPR) for parking control and management.
Support JHFRE’s master planning and parking planning studies.
Plan and manage changes to the parking system including changing or closing lots.
Assist in designing future parking areas (lots and/or garages).
In conjunction with transportation manager, oversee customer service and primary delivery of the Hop Van rental service for JHU students, faculty, and staff. The fleet consists of thirteen 8-passenger vans.
Work a typical weekday schedule, but be available and on-call during busy weekends (known in advance).
Communicate effectively through emails, memos, websites and GPS systems to customers and employees.
Develop JHU specific guidelines for hiring, training and monitoring the performance of contract employees (managers, supervisors, hourly).
Evaluate the effectiveness and cost efficiency of existing services.
Analyze opportunities to provide existing and/or improved services at lower cost.
Implement measures to ensure timely, quality services.
Propose and implement changes that improve services to University constituents within budget.
Provide preliminary budgets for one, five and ten year planning purposes.
Provide clear, concise communications to users, including publishing clear, easily understood rate schedules of the services and options provided.
Conduct sessions, attend fairs, and market services across the campuses.
Attend event planning meetings and develop effective parking and traffic plans.
Knowledge, Skills and Abilities:
Knowledge of Johns Hopkins University’s campus and surrounding areas.
Knowledge of parking and traffic regulations.
The ability to communicate effectively with constituents at all levels within Hopkins.
Knowledge of ADA regulations, with respect to private transportation.
Tact in negotiating with vendors, meeting with partners and passengers, and responding to difficult situations.
Scope of Responsibility:
Total parking budget is about $3.5 million annually. The manager will oversee several significant contracts that support a majority of the budget. FTE equivalents is approximately 15, with two primary direct reports.
Ability to make decisions about the safe and effective operation of all parking operations.
Influences the decision about keeping JHU open during inclement weather by providing accurate, timely information.
Need a quick thinking, fact-based decision maker to deal with multiple, and often over-lapping, situations.
Authority to alter parking services, such as reserved spaces/lots, event plans, service parking, parking control systems.
Advise on route modifications, schedule changes, detours, etc. for daytime shuttles.
Authority to discipline or remove contract employees for infractions.
Authority to act on behalf of JHU to respond to vehicle accidents, incidents or other situations involving parking and transportation services.
Ability to communicate effectively with constituents at all levels within Hopkins.
Strong written communication skills are vital to success.
Also, the ability to translate parking rates into easily understood materials and signs is necessary.
Oral communication is important with employees and customers who require additional information or have complaints or suggestions.
Bachelor's degree required.
Three years progressively responsible business operations, project management, parking and transportation management or other related experience required.
Experience implementing LPR technology preferred.
A master's degree in a related field may substitute for required experience and additional experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Equivalency Formula: 30 undergraduate degree credits or 18 graduate degree credits = 1 year of experience. For jobs where equivalency is permitted, up to two years of non-related college coursework may be applied towards the total minimum education/experience required for the respective job.
Current MD Driver’s License or ability to obtain one is required.
Ability to remain in a stationary position for extended periods of time.
Ability to operate a computer and other equipment on a frequent basis.
Ability to frequently communicate with coworkers and staff.
Occasionally lifting, carrying objects weighing 20 lbs. or less.
Ability to drive vehicles for extended periods of time.
Ability to traverse distances up to a mile at a time, on campus, inspecting vehicles, etc..
Ability to visually inspect all vehicles and parking equipment.
