The University of Maryland, Baltimore, School of Medicine, Shock, Trauma and Anesthesiology Research Organized Research Center (STAR-ORC ) is seeking a Business Services Specialist who will under general supervision coordinate the day to day activities of the business management services SOM Trauma. Responsibilities include entry level professional work in a combination of business operations such as finance and budget, human resources and procurement.
The STAR-ORC serves as the research arm of the Program of Trauma and the Department of Anesthesiology as well as the National Study Center. It includes Basic, Translational, and Clinical Research. It works with diverse funding streams, including but not limited to NIH and DoD and NHTSA, as well numerous industry and foundation partners.

Coordinates daily work operations. Plans, ensures that work meets established standards of quantity or quality within the hours of operations.
Analyzes, drafts and processes areas of expenditures, using a corporate purchasing card, purchase orders and requisitions. Identifies problem areas; and recommends changes.
Authorizes and monitors the payment of procard invoices. Resolves discrepancies with vendors or service providers.
Reconciles and reallocates monthly credit card purchases using eUMB financials.
Assists with non-capital assets and equipment, this includes locating, tracking and tagging.
Sets up and monitors the center's maintenance and service contracts on equipment, instruments, and facilities.
Follows up on requests to ensure materials arrive in appropriate time. Escalates the follow-up as necessary.
Assists and administers travel requests and reimbursements for faculty and staff.
Develops, implements, and maintains filing system with meet the departmental needs and satisfy requirements of documents retention and information security. Enters and retrieved information as needed.
Researches, analyzes, and summarizes information and source materials for communications with vendors and clients regarding various activities such as price verification, purchase order review and expediting process.
Researches online catalog and promotional information for market place analysis. Identifies best sources, pricing and scheduling for goods and services. Summarizes and prioritizes review of information.
Generates and updates manual and automated record keeping systems pertinent to potential supplier's invoices and general departmental operations.
Initiates and prepares procurement reports, forms, and other documentation related to departmental operations.
Serves as backup for coordinating research committee meetings to include scheduling meeting arrangements and ordering lunch. Preparing agenda based on the protocols the Chair wishes to discuss, taking notes, setting up meeting space, etc. Also, serves as the center's liaison to central offices of the University.
Evaluates effectiveness of office operations, recommends, and implements changes.
Performs other duties as assigned.

Education: Bachelor's degree
Experience: Two years progressively responsible experience in a combination of purchasing and procurement OR six years progressively responsible experience in a combination of purchasing and procurement.
Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.
Required Knowledge, Skills, and Abilities:
Knowledge of State of Maryland, University System of Maryland, and UMB procurement policies and contract specifications and stipulations. Especially liability and mandated contract language.
Knowledge of business English and arithmetic and the ability to perform mathematical computations.
Knowledge of the market value and sources of supply for a variety of supplies, materials, and equipment.
Skill in applying basic analytical skills to review expenditures and revenues, and reconcile accounts.
Skill in planning work and managing multiple tasks in a fast paced environment.
Skill in organizing and executing multiple assignments under specific time constraints.
Ability to prepare and present budgetary, accounting, and other reports and schedules. Ability to effectively communicate both verbal and written thoughts, ideas and facts. Writes and presents information in a clear and concise way.
Ability to operate office equipment, copiers, computers, and related software.
Ability to work cooperatively with others and demonstrates professional, ethical, respectful and courteous behavior when interacting with others.
Based on the duties of this position, selected candidates are eligible to participate in the Bargaining Unit (Union).
Hiring Range : $40,852-$48,000
