The Director provides leadership, vision, and management for online learning at the University of Baltimore. Under the general direction of the Vice Provost for Institutional Effectiveness, the Director leads the development of the University's online strategy and online portfolio, including campus standards, policies, and procedures. In close partnership and collaboration with the Chief Information Officer, this position is responsible for the selection and maintenance of UB's Learning Management System (LMS). Specifically, in addition to the online strategy and all related aspects, this position oversees and promotes effective policies and practice of all courses and support for faculty that use UB's LMS. The Director actively engages faculty to broaden their pedagogical horizons by sharing best practices in teaching and learning; facilitating professional development; and supporting, coordinating, and implementing innovative approaches to development and delivery for hybrid, and online programs thereby enhancing and promoting the UB culture as it relates to educational excellence for online learning and works in collaboration with the Vice Provost to coordinate faculty development efforts across the institution.
· Strategic Planning for Online Learning: Leads University efforts to develop, implement, and assess a comprehensive online strategy for UB, including developing campus standards, policies, training, and procedures related to online learning. Meets regularly with the Deans, Program Directors and Vice President of Enrollment Management and Marketing to assess current offerings and future market needs. Convenes the Online Advisory Board on a regular basis and solicits input to guide policy and practice. Supports student driven programs and courses and revises plans for initiatives in online education; supports the revision of existing online curriculum as needed.
· Faculty and Student Support: Coordinates and provides faculty development opportunities including workshops, resources guides, certification training, conferences, summer academies, and other resources and events that emphasize current educational research and best practices in online learning. Evaluates instructional and curriculum design needs of instructional faculty, and defines, develops and/or implements systems to meet their needs. Responsible for accessibility compliance of online instructional materials with applicable USM guidelines. Supervises and assists in the creation of accessible materials for use within the LMS, portal and web pages. Develops marketing and delivering introductory and ongoing training to enhance teaching and learning. Provides technical support for students and faculty using the LMS and takes appropriate action to minimize ongoing user difficulty. At the direction of the Executive Director of the Center for Learning, Teaching and Technology (CELTT), aligns online faculty and student support with other institution wide faculty and student support efforts.
· Online and Instructional Technology: Promotes and facilitates best practices and appropriate use of the University's instructional technology resources with online and hybrid programs. Researches instructional strategies that enhance teaching and learning and increase student success. Manages the LMS and 24/7 user support with third party. Serves as an advocate for the use of instructional technology and alternative teaching delivery methods. Provides direction in the evaluation and recommendation of equipment and instructional support software. In partnership with the Office of Technology Services (OTS), pilots and promotes the use of the University's instructional technology resources. Serves as liaison with OTS to implement leading-edge technology software and services.
· Management: As a member of the Center for Learning Teaching, and Technology (CELTT), provides leadership and vision for online learning to deliver its strategic and operational objectives. Supervises staff and conducts performance appraisals. Manages operational budget. Serves as the liaison to the University System of Maryland on initiatives related to curriculum innovations and instructional technology.
Required Education and Experience: Master's degree from an accredited institution in Instructional Systems Design, Instructional Technology, Educational Technology, Learning Technologies or related/appropriate field/discipline. Five years of progressively responsible experience in a leadership position related to higher education instructional technology and a minimum of three years of full-time experience, in a direct instructional role and teaching experience, at the higher education level.
Preferred Education and Experience: Ph.D. from an accredited institution in Instructional Systems Design, Instructional Technology, Educational Technology, Learning Technologies or related/appropriate field/discipline. Three years developing and directing online programs, preferably in an urban, open-access institution.
Knowledge, Skills and Abilities: Direct evidence demonstrating knowledge of current best practices in instructional design, online learning, teaching with technology, innovative teaching approaches, and learning management systems (LMS), including: asynchronous and synchronous tools and services and their applications in educational settings; information and multimedia technology and services; various types of instructional courseware and instructional applications and services; and presentation and interactive technologies. Direct evidence of excellent supervisory and leadership skills as well as the ability to develop and implement a vision for online learning. Ability to design, promote and sustain activities that encourage faculty to collaborate closely to form a close professional and collaborative connection across University; work effectively with faculty, instructional staff and IT staff; use technology to support instruction; address and communicate technical issues in non-technical terms; develop and make presentations to diverse audiences; develop and manage budgets; demonstrated ability to teach; establish effective working relationships at all levels. Demonstrated ability to develop high-level plans in collaboration with key stakeholders and present strategic alternatives and guide others to best choices. Excellent oral, electronic and written communication skills and proven ability to train people on the use of instructional technology and effective classroom pedagogies.
